Pretoria High Court sets aside South Africa's fourth National Lottery licence award

The High Court in Pretoria on 2 November set aside Trade Minister Parks Tau's decision to award the fourth National Lottery and Sports Pools licence to Sizekhaya Holdings, an eight-year contract valued at about R180 billion. The court found the ministerial committee's recommendation unlawful; the National Lotteries Commission had scored Ringeta 73.92 points and Sizekhaya 72.95. The order is suspended for 12 months.

Why it matters

A reminder that large public licences in South Africa can be reopened in court, a risk bidders and their advisers need to price in.
