AFD lends Morocco's ports agency €100 million for its southern ports

Morocco's National Ports Agency (ANP) and the French Development Agency (AFD) signed a joint declaration in Rabat for €100 million of financing, their third agreement. It will fund port infrastructure and green ports at Tan-Tan, Tarfaya, Laayoune, Boujdour, Dakhla and Mihriz under the ANP's 2023 to 2030 investment programme. It is a non-sovereign loan on preferential terms, with a 13-year maturity and no state guarantee.

Why it matters

A 13-year loan made directly to a port authority without a Treasury guarantee shows development lenders taking risk on African state companies.
