Senegal's parliament rejects the revised 2026 budget as IMF programme talks continue

On 3 November 2026 Senegal's National Assembly rejected Bill No. 40/2026, which would have amended the 2026 Finance Act. The revision would have cut projected revenue by CFA340.1 billion ($582.6 million), raised the projected deficit from 5.4% to 7.6% of GDP and increased energy subsidies to CFA790.3 billion from CFA250 billion. A $2.2 billion, 36-month IMF programme reached staff-level agreement on 1 September 2026, and the IMF has said progress requires a budget consistent with the agreed parameters.

Why it matters

The vote adds uncertainty to Senegal's IMF financing, which matters to investors across the WAEMU debt market.
